The three layers

Federal: the August 2026 scheduling covered concentrated 7-OH (7-hydroxymitragynine) above a set threshold. It did not cover kratom leaf or its naturally occurring mitragynine. That is the same everywhere in the country, so every hard question about Arizona is really about the next two layers.

State: Arizona passed the Kratom Consumer Protection Act in 2019 — the first state to regulate kratom instead of banning it. The Act bars sales to anyone under 18, sets labeling requirements, prohibits adulterated products, and bans products with artificially elevated levels of 7-hydroxymitragynine.

Local: We aren’t aware of a city or county ban in Arizona. Check your own municipality; rules can change locally first.

What’s moving: Attorney General Mayes issued a 2026 consumer alert on synthetic opioid products being sold as kratom and said the current statute is hard to enforce as written. House Bill 2415, pending in 2026, would raise the purchase age to 21 and tighten compound limits. As of our check it had not become law and the 2019 Act remains in effect.

Is 7-OH legal in Arizona?
Arizona’s Act already banned products with artificially elevated 7-OH before the August 2026 federal scheduling of concentrated 7-OH. The federal action didn’t touch kratom leaf or its naturally occurring mitragynine, which is what our products are built on.
